PURPOSE:To read and process surely an optionally designated partial picture in a specified picture area of a form by detecting an assigned frame utilizing level difference of picture signals between characters and the assigned frame in the picture area of the form. CONSTITUTION:A photoelectric converting section 1 converts characters and the assigned frame recorded on a form to electric signals and outputs digital signals to the first and second comparators 4, 5 through an amplifier and an A/D converting section 3. In such a case, the assigned frame on the form and characters in it are scanned in the converting section 1. Out of signals obtained through the amplifier 2, etc., signals corresponding to the assigned frame become lower in level than signals corresponding to characters in the picture area. Accordingly, the assigned frame can be detected by utilizing the level difference of picture signals between characters and assigned frame in the picture area of the form. Further, picture data of characters in the assigned frame can be deleted from the picture area, or picture data other than the assigned area can be deleted. That is, and optionally designated partial picture can be read and processed surely by only writing the assigned frame on the form.
