PURPOSE:To contrive to save steam quantity at preliminarily heating process and circulation heating process by heating material with steam pressure suitable for each heating process, changing the steam pressure at multistages. CONSTITUTION:Steam pressure-reducing valves 10, 11 are respectively provided at steam pipes 6, 7. On one hand, according to the number of heating processes, that is, in the case where preliminarily heating process, circulation heating process and both surfaces heating process are carried out in order, three pressure-reducing valves 12, 13, 14 for pilot air are arranged in parallel. The air pipings 15 are connected to the pressure-reducing valves 10, 11, and simultaneously are connected to steam chambers 4, 5 by way of these steam pressure- reeducing valves 10, 11. For instance, the reducing valve 12 for right side pilot air, the reducing valve 13 for central pilot air and the reducing valve 14 for left side pilot air are respectively arranged for preliminarily heating process, for circulation heating process and for both-surfaces heating process.
