PURPOSE:To use a title converter even in case of an input television signal which is not synchronized with a reference synchronizing signal by adding a 1H shift controlling circuit to a read-out address counter, and also providing a phase difference detector for detecting a relative phase difference of a field pulse synchronized with the input television signal and a field pulse synchronized with the reference synchronization. CONSTITUTION:A 1H shift controlling circuit 13is provided on a read-out address generating circuit 12, also a phase detector 14 is provided, and in case when an input television signal 1 is a different kind synchronizing system signal, whether a delay time (t) for showing a relative phase difference of a write side frame pulse is -(DW+DR)<t<=(1H-DW-DR) or not, with respect to a read-out side frame pulse, and in case when this condition is not satisfied, this converter is constituted so that an active video picture is not shifted by a 1H portion with respect to a synchronizing signal of an output television signal. In this regard, DW and DR denote a delay time which is required until the input television signal is written in a memory 4, and a delay time of until it is outputted as an output television signal after having been read out of the memory 4.
