PURPOSE:To constitute a titled system so that the maximum number of installations of a loop does not depend on an operating speed of a data receiving part of a node, by placing counters and buffer memories so as to correspond to the loop, so that all parts of a data transmitting and receiving device can be operated at below a speed corresponding to the loop, and transmitting and receiving a data. CONSTITUTION:A data is divided into six time slots and sent out as a data 1 - a data 6 to a node 110 by using a slotted ring system. When the data comes from the transmitting node 110, as for a value of the corresponding counter 150, 1 and 2, 3, 4, and 5 and 6 are varied in the time slot 1, the time slot 2, the time slot 3, and the time slot 4, respectively. A data write address to a buffer memory 160 is obtained by applying the information related to how many data have been transmitted before the previous time slot by one, and the information related to how many data have come to the own loop and the loop of a higher rank than the own loop.
