PURPOSE:To improve locking characteristics and response characteristics by switching a lead phase difference signal to be outputted when a lead phase input is given with the presence of a lead phase difference signal and switching the output into normal phase difference output or a forced presence output depending on the phase relation of an input signal. CONSTITUTION:When a phase input of the 1st and 2nd input signals R, S is given alternately, each of the 1st and 2nd phase comparison outputs -U', -D' keeps phase difference output based on the input phase difference by the opera tion of a phase detection section 10, switch control sections 20, 40 and switch output sections 30, 50. When a delay phase input is delayed by one period or over with respect to a lead phase input, the switch control sections 20, 40 control respectively the switch output sections 30, 50 so that the output corresponding to the lead input is outputted as a forced continuous presence output. Further, when a delay input delayed by one period or over with respect to a lead phase is shifted the relation of phase is inverted, the switch control sections 20, 40 control the switch output sections 30, 50 so that the forced continuous presence output is eliminated.
