PURPOSE:To decrease the shifting frequency with the picture enlargement/ reduction processing and to perform a converting operation in a short time, by using a merging position output circuit which outputs the merging position of the bit string data merged by a merging circuit. CONSTITUTION:The bit string data stored in a register 5 is shifted every bit by a shift circuit 6. A merging circuit 7 merges the bit string data stored is the register 5 and the bit string data shifted by the circuit 6. A merging position output circuit 8 outputs the merging position of the bit strong data merged by the circuit 7. Then the circuit 8 stores the merging position decided previously in response to various enlargement/reduction ratios and then selects said position for output with the output of a counter defined as an address.
