PURPOSE:To give a stable brake force by a simple constitution, by moving a brake in the direction of a normal against a rotating body, and eliminating a constraint caused by the arrangement of a brack mechanism at the time for determining the mechanism arrangement of the whole device. CONSTITUTION:By the operation of the reproducing button of a recording and reproducing device, the bend part 37f of an operating member 37 abuts on the end part 51d of a brake 51, the brake 51 moves in the direction as indicated with an arrow C being in the direction of a normal to a supply reel base 28, against the force of a screw coil spring 53, and a tip 51c of the brake 51 and a gear part 28c of the base 28 are held in a separated state. Also, a capstan shaft 33 and a pinch roller 35 are allowed to press contact, and the member 37 moves in the direction as indicated with the arrow C, by which an electric power source is supplied to a motor 30. As the motor 30 rotates, a fly-wheel 31 and the capstan shaft 33 are rotated counterclockwise, and the pinch roller 35 which is allowd to press contact with the shaft 33 rotates clockwise. In such a way, a stable brake force is applied to the reel base 28 by a simple constitution.
