PURPOSE:To manufacture a hot rolled soft steel sheet having superior workability by subjecting a low-Mn and low-N dead soft steel slab to hot rolling and controlled cooling under specified conditions. CONSTITUTION:A low-Mn and low-N dead soft steel slab contg. <0.0050% C, <0.03% Si, <0.15% Mn, <0.015% S, <0.0025% N and 0.005-0.03% sol. Al is hot rolled, and finish rolling is finished at the Ar3 point +10 deg.C or above. The hot rolled steel sheet is rapidly cooled from the Ar3 point +10 deg.C or above at >=30 deg.C/sec cooling rate on a runout table, and it is coiled at 600-650 deg.C. A hot rolled soft steel sheet having superior ductility and workability can be easily manufactured.
