PURPOSE:To decrease necessary turning torque, by overlapping the internal peripheral part of a partitioning plate, which separates fluid of two kinds flowing in a groove portion in both surfaces of an impeller performing a heat exchange, with the peripheral part of the impeller and providing a fan holding pressure balance of the fluid. CONSTITUTION:A partitioning plate 7, being arranged in the periphery of an impeller 5 performing a heat exchange, separates air of two kinds flowing in a groove portion in both surfaces. A device, overlapping the peripheral part of the impeller 5 with the internal peripheral part of the partitioning plate 7, provides in the peripheral part of the impeller 5 a fan 8 oppositely facing to the internal peripheral part of the partitioning plate 7. Accordingly, the device, being able to hold balance of the pressure generated in both surfaces of the impeller 5 in a separation portion between the impeller 5 and the partitioning plate 7, both improves air-tightness and enables turning torque to be decreased.
