<p>PURPOSE:To prevent underflow of the storage amount of a buffer memory by applying variable length coding even to a most frequent level when generated information amount is lower than a transmission speed for a long time. CONSTITUTION:A time series of a multi-value level having a timewise change in the deviation of frequency of generation is fed from a line 1000. The most frequency multi-value level is subjected to run length coding by a run length coder 12 and other level is subjected to variable length coding by a variable length coder 13. When the generated information amount (code amount) is lower than the transmission speed for a long time, the most frequency level is also subjected to variable length coding by the variable length coder 13. Thus, the storage amount in a buffer memory 15 is controlled minutely thereby preventing underflow.</p> |
