PURPOSE:To providing a function which detects thermal environment totally and a function which detects only internal temperature elements of the thermal environment with good responsibility by providing a ventilation on-off mechanism which passes the environment as it is. CONSTITUTION:When an opening/closing detecting element 11 detects the open state of the ventilation on-off mechanism 10, a control circuit 5 stops feeding electricity to a heat generation source 2 to detect only temperature components of thermal environment selectively. Then, an air vent is opened and closed by rotating the ventilation on-off mechanism 10 and its state is detected by the opening/closing detecting element 11. Therefore, when the air vent is closed, only temperature elements increase in sensitivity greatly and when the air vent is closed, the thermal environment is detected totally.
