Flexible, watertight cover mat for forming a large-area cover, composed of a multiplicity of cover mats and to be laid with a gradient, in particular for a waste disposal site. The mat is intended for loose shingle laying and is provided with chambers which are distributed uniformly over its surface extent and can be filled with water and are of such a size that it is inherently stable in the filled state in the face of the maximum wind forces to be expected. A positive-locking connection of adjacent mats, which stems the passage of water, can be achieved by a suitable configuration of the chambers located at the overlapping edges.
