PURPOSE:To simplify data processing and increase the speed thereof, by providing a frequency dividing factor setting circuit, which inputs an elapsing time and outputs a frequency dividing factor, and a frequency division counter which presets the output of the frequency dividing factor setting circuit. CONSTITUTION:An open closed change-over deciding circuit 220 outputs a change-over deciding signal. An elapsing time timer 222 outputs a preset value signal to a reference frequency dividing factor setting circuit 224. A frequency dividing counter 232 presets the output of the frequency dividing factor setting circuit 224. A driving direction switching circuit 248 outputs a driving direction deciding signal for a steeper motor 13 in response to an output from a concentration detecting device 28. This improves operating performance, and simplifies data processing and increases the speed thereof.
