PURPOSE:To constitute a decoder with high reliability by applying P coding while reflecting the code in a loop at the transmission side so as to increase the minimum interval of a code word without increasing redundancy, providing an R3 decoder between a Q decoder and a P decoder and using error detection information of the R3 decoder so as to apply missing error correction. CONSTITUTION:Information is inputted from an input terminal 8, arranged in a 12X8X30 rectangular prism form at a coding control circuit 12, the information is inputted to the P coder 9 by a command of the coding control circuit 12 so as to be subject to P coding. Then the information is inputted to a Q coder 10, where it is subject to Q coding, inputted to an R coder 11, where it is subject to R coding so as to apply it into a code word of a 13X10X32 rectangular prism form. Much more error is corrected by executing again the R3 decoding placed between the Q and P decoders. Since no Q decoding is executed after the P decoding, no error remains only in a check symbol part 3 of the Q code.
