PURPOSE:To ensure the safety of a variable capacity motor and attain smooth and efficient starting/interrupting operation by turning the motor to a maximum angle of tilted operation at both the interrupting and the starting time while turning it to a minimum angle thereof when turning is stopped. CONSTITUTION:The outlet port (b) and the inlet port (c) of a variable capacity motor 5 are connected to a small-bore diameter cylinder 7 via both a shuttle valve 11 and a primary valve 13. The outlet port (a) of a hydraulic pump is connected to the small-bore cylinder 7 via the primary valve 13, and also connected to a large-bore cylinder 6 via a secondary valve 14 and a sequence valve 15. At the interrupting and the starting time the variable capacity motor 5 is thereby turned to a maximum angle of tilted operation so that a brake can be kept in the surely applied state to assure the safety. Starting torque can be maximized to enable efficient starting. Additionally, at the turn interrupting time, the variable capacity motor 5 can be turned to a minimum angle of tilted operation to perform smooth braking effect, thereby enabling smooth stop.
