PURPOSE:To obtain the titled compound in high yield and quality, by using a specific reactor, and reacting acetaldehyde with chlorine in an aqueous solution of hydrochloric acid while supplying water to the solution so as to keep the dissolved chlorine concentration in the reaction liquid and the concentration of chlorine in water within specific ranges. CONSTITUTION:Chlorine is supplied continuously and stepwise to a complete- mixing reactor so as to keep the dissolved chlorine concentration in the reaction liquid to <=2,500ppm, and water is supplied continuously and stepwise to the reactor so as to keep the concentration of chlorine in water to 15-25wt%, preferably 18-23wt%. In the aqueous solution of hydrochloric acid produced by the above process, acetaldehyde or paraacetaldehyde is made to react with chlorine at 5-20 deg.C, preferably 10-15 deg.C to obtain the objective compound in a yield of as high as 88-92%. The ratio (wt%) of the charged water to acetaldehyde or paraacetaldehyde is preferably 4/1-5/1. USE:Raw material of pharmaceuticals and intermediate of organic industrial chemicals.
