PURPOSE:To make it possible to calculate an inflow amount near to an actual inflow amount, by employing the calculation result by a second inflow amount data calculation means other than that by a first inflow amount data calculation means. CONSTITUTION:A smoothed water level signal is sent to the time series water level data memory circuit 5 in a first inflow amount data calculation means 23 and stored as data showing a water level at every predetermined time. When the water level or a discharge amount is changed, a detection means 9 outputs a detection signal and, therefore, output is applied to an inflow amount calculation circuit 19 from an OR gate 12. Generally, the output of the first inflow amount data calculation means 23 capable of obtaining output data almost near to an actual inflow amount data is employed in usual and, at the time of abnormality, the output of an inflow amount calculation circuit 19 being a second inflow amount data calculation means capable of obtaining inflow amount data nearer to the actual inflow amount data on the basis of the water level data of a representative river is employed and output data near to the actual inflow amount data is obtained as a whole. |
