PURPOSE:To generate a burst signal having a stable amplitude value by obtaining an arithmetic means of a predetermined number of maximum amplitude values of a burst signal in terms of television receiver, generating the prepared coefficient in accordance with the value and multiplying the amplitude value of a burst signal by the coefficient. CONSTITUTION:A carrier chrominance signal is inputted from an input terminal 1, and given to a multiplier 8 and a burst amplitude value averaging circuit 16, to which a burst flag signal from an input terminal 3 and a vertical synchronizing signal from an input terminal 15 are given. In the circuit 16, a mean value of burst signal amplitude is taken, and in multiplier coefficient generator 17, a multiplier coefficient by the function predetermined by the mean value is generated, and given to the multiplier 8, which outputs a chrominance signal level given from the input terminal 1 as an appropriate signal level to an output terminal 9.
