PURPOSE:To reduce memory capacity retaining a high compression speed by setting thinning memory with values which capacity of a frame memory is divided by the minimum compression ratio and giving the upper limit to the compression data amount as well as a line buffer size. CONSTITUTION:Raw picture data generated from an original scan part 1 are sent to a line buffer 2 and a thinning circuit 5 to store the data in a thinning memory 6. The memory 6 has functions of outputting from the data written previously in order and has value capacity obtained by dividing whole data amount of original picture for one copy of the original by the minimum compression ratio. A buffer 2 generates a prohibition signal LBFL of writing when there is no space for writing. A coder 3 compresses the raw picture data to store them in a buffer memory 4. A controller 7 decides whether the compression data amount in the memory 4 exceeds a prescribed amount or not. In case it exceeds said amount, the thinning data 1/2X1/2 are changed over to output data.
