PURPOSE:To obtain a high-Cr steel having superior toughness by adding specified amounts of C, Si, Mn, Cr, Mo and/or W of type 1 or type 2, V, Nb, Al, N, S and Ce or Ce and La to Fe. CONSTITUTION:The composition of a high Cr steel is composed of, by weight, 0.03-0.14% C, <1% Si, <2% Mn, 5-13% Cr, 0.5-2% Mo and/or W, 0.05- 1.50% V, 0.03-0.6% Nb, <0.3% Al, <0.1% N, 0.04% S, 0.002-0.1% Ce or Ce+La and the balance Fe with inevitable impurities. To the composition may be added <1% Ni and/or <0.01% B of types 1 or 2.
