PURPOSE:To clearly record the necessary picture at a small quantity of the record capacity by detecting the number plate part from the screen which picks up the whole vehicle, by recording the vehicle number area with high resolution, and recording the whole image more coarsely. CONSTITUTION:When a camera 2 picks up a vehicle A which passes a detection sensor 1, the signal is generated, the input is executed to an A/D converter 3 and the conversion is performed to the digital signal. The whole image of the vehicle is guided to a sampling circuit 4, the whole number of the picture element is decreased and the recording is executed to a magnetic record circuit 5. On the other hand, a number plate detection cut-down circuit 6 extracts the picture of a number plate part (a) only from the digital signal, heightens the resolution to the extent in which the vehicle number is recognized more sufficiently than the picture of the whole vehicle, and is sent to the above-mentioned magnetic record circuit 5. Thus, the record capacity to an utilization ticket T can be minimized.
