PURPOSE:To obtain economically a coal-oil mixture fuel oil (COM) having improved standing stability without using a surfactant, by specifying an average particle diameter of coal mixed in the heavy oil according to the carbon content. CONSTITUTION:Coal to be mixed with heavy oil is pulverized to give an average particle diameter (Dmum) within the following range according to the carbon content; (A) formula I in the case of 74<=C%<=86 or (B) formula II in the case of 86<=C%<=92 in a pulverizer, e.g. a fluid energy mill. The resultant pulverized coal is agitated with heavy oil C at 80-90 deg.C for 25min and uniformly mixed, etc. to give the aimed coal-oil mixture fuel oil (COM).
