A high-activity catalyst for polymeriaing olefins consists of a sintered solid component of chromium compd. supported on an inorganic oxide carrier, and an organic Mo complex compound. of formula MαMgβR1PR2qR3rXsYt, which is soluble in an inactive hydrocarbon-α and β are greater than 0;p,q,r,s, and t are 0 or greater; 0<=(s+t)/(α+β)<=1.5 or p+q r+s+t=mα+2β; M is zinc, boron, lithium, or beryllium; m is atomic valency of M; R1, R2, and R3 are the same or different C1-20 hydrocarbon; X and Y are the same or different OR4, OSiR5R6R7, NR8R9 or SR10; R4, R5, R6, R7, R8, and R9 are H or hydrocarbon; and R10 is hydrocarbon.
