PURPOSE:A hard-soluble gelation agent is treated with chlorine to effect the modification of the agent into an easy soluble one through a simple process with no addition of a midifier. CONSTITUTION:A hard-soluble gelation agent such as gelatin, agar-agar or carrageenan is treated with chlorine and made easy-soluble. For example, when the gelation agent is a powder, it is contained in a tightly closed vessel, a chlorine gas is introduced to effect the modification. When it is liquid, the treatment is effected by introducing a chlorine gas or adding a hypochloric acid or its salt such as sodium hydrochlorite thereto.
