PURPOSE:To simplify constitution of a device and prevent a belt material from being damaged, by constituting the device such that in a slitter line and the like, a relating quantity of reel diameter in a winding machine is detected, on the basis of the detection, a tension control value for fixing tension of the rewinding machine is calculated, in this way, the rewinding machine is controlled by applying a brake. CONSTITUTION:A field winding current If of an electric motor 5 for a winding machine 2 is detected by a detector 7 and input to a control unit 8, while a setting output To of a tension setter 9 is input to the control unit.
