PROBLEM TO BE SOLVED: To shorten the recording and readout processing time. SOLUTION: A host system used in conjunction with a driving device which records information on an information recording medium and reads information recorded on the information recording medium has: an instruction generating part which generates an instruction including designation information which designates the type of the operation of the driving device and preliminary announcement information which shows whether the type of the operation following the operation designated by the designation information is the same as the type of the operation designated by the designation information; and an output part which outputs the instruction to the driving device. The type of the operation of the driving device is either that of an operation in which the driving device records information on the information recording medium or that of an operation in which the driving device reads information recorded on the information recording medium.
