An antistatic construction including a base member, a first electrically nonconductive layer on the base member, and an electrically conductive layer on the first electrically nonconductive layer. A second electrically nonconductive layer may be provided on the electrically conductive layer. A plurality of electrically nonconductive elements embedded within at least one of said layers. Portions of the electrically conductive layer adjacent to the electrically nonconductive elements being exposed.
