PURPOSE:To suppress power consumtion of a motor and to record an image signal stably by allowing the image signal from a solid-state image pickup element to be outputted and recorded when the motor driving a rotating recording medium reaches a normal number of revolutions. CONSTITUTION:A CCD3 receives a prescribed click, transfers vertically or horizontally a signal charge stored in a photodetector cell 11 and outputs the charge one by one line in time series. A CCD drive circuit 7 controls the timing energyzing a transfer gate 12 by receiving an output of a number of revolutions detector 10. When the detector 10 detects the normal number of revolutions of the motor 8, the circuit 7 drives the gate 12 and transfers the charge stored in the cell 11 to a transfer register. Thus, the read of the image signal from the CCD3 is started. Since a magentic sheet 6 is rotated normally by the motor 8 in this case, the image signal is recorded accurately.
