PURPOSE: To obtain a motion vector discriminating device which does not give any undesirable influence to pictures in the predictive compressing process in which motion compensation is performed on video signals. CONSTITUTION: A video signal compressor incorporates devices 11-17 which generate motion vectors to each block of video data. A certain motion vector except the one which gives a direction to the block at the same position another frame is discriminated as a candidate to be converted into a vector which provide direction to co-located blocks. However, when discriminating means 100 and 102 discriminate that the vector has a correlation with one of the adjacent motion vectors, the conversion is not made. |
