PURPOSE:To impart flame-retardancy and low-smoking property to a rigid polyurethane foam, by adding specific low-molecular polyhydroxyl compound to a polyhydroxyl compound used for the preparation of conventional rigid polyurethane foam. CONSTITUTION:A flame-retardant polyurethane foam is prepared without using a flame retarder, by reacting (A) a polyhydroxyl compound having 3 or more hydroxyl groups in a molecule and having a hydroxyl value of about >=100, (B) a low-molecular polyhydroxyl compound comprising 3-methylpentane-1,3,5-triol as a component of the above component, (C) an organic polyisocyante having 2 or more isocyanate groups in a molecule, e.g. hexamethylene diisocyanate, and (D) a foaming agent, a surface active agent, a catalyst, etc.
