PROBLEM TO BE SOLVED: To obtain a quenching cooler having a high efficiency for a high temperature of gas or liquid and a high pressure by forming water jetting means as pressure spray nozzles and by loading the pressure spray nozzles with water and steam. SOLUTION: A large number of pressure spray nozzles 30 being water jetting means which are arranged in a distributing manner in a circular cross section at an inlet of an outer cover 10 of a quenching cooler are supplied with water from an annular chamber 20 and also supplied with steam from an annular chamber 21. Preparation of steam for spray of water in the pressure spray nozzles 30 enabling attainment of liquid droplets in a micron order at nozzle outlets is conducted in an air conduit 7 being a hot gas conduit which leads from a compressor to the quenching cooler 8. A working medium comes to a water preheater 16 through a water pump 15 and then is guided to the annular chamber 20, while part of water is made to branch at an outlet of the water preheater 16 and guided into a water vaporizer 17. The steam generated in the water vaporizer 17 is sent into the annular chamber 21.
