A typical example of (I) is prepared to a polyglycol (M.W. 600) with epichlorohydrin to yield a polyglycol-bis-chlorohydrin ether which is then reacted with dipropylene triamine to yield a polyamine containing polyoxyalkylene groups. Reaction with further epichlorohydrin yields (I). An example of (II) is prepared by reacting epichlorohydrin with a polyglycol to yield a polyglycol-bis-chlorohydrin ether (as above) and then with epichlorohydrin to yield a polyamine containing polyoxyalkylene groups, the polyamine product being reacted with further polyglycol-bis-chlorohydrin ether to yield (II). A medicated rinse for hair comprises (I), vaseline oil, a fatty amine having a betaine structure, citric acid, herb extracts, scent and water. A hair strengthener comprises (II) a 30/70 vinyl pyrollidone/vinyl acetate copolymer, ethanol, scented oil and water.
