PROBLEM TO BE SOLVED: To automatically allocate a home address of a mobile network in a mobile network management system.

SOLUTION: A mobile router 5 judges from an address table whether the home address is allocated in a timing of connection to an external network 7. When the home address is not allocated, an address of the location management server is derived from a location management server address table, a message of an allocation request is transmitted to the location management server 2, and the location management server 2 searches the address to be allocated to each mobile network 4 from the held address management table, receives the allocation request message from the mobile router 5, searches a non-used address from the address management table, and transmits an allocation permission message to the mobile router 5, thereby automatically allocating the home address to the mobile router 5.
