Provided are a light control apparatus and a manufacturing method thereof. The light control apparatus comprises: first and second electrode units configured to face each other; and a liquid crystal unit between the first and second electrode units. The liquid crystal unit includes: a liquid crystal; a net layer including a first polymer arranged in the inside of the liquid crystal and polymerized from a first monomer having a shape similar to the liquid crystal and a second polymer polymerized from a second monomer having a shape different from the shape of the first monomer; and a side wall arranged in the inside of the liquid crystal and including the first and second polymers. The purpose of the present invention is to provide a light control apparatus with reduced power consumption, as the light control apparatus is able to implement a transparent mode in an initial state.
