PURPOSE:To obtain an information recording reproducing device to decrease the data errors due to the fatigue of rewritable recording media by providing an information recording means, an information reproducing, a limit number-of-times storing part and a recording number-of-times comparing part. CONSTITUTION:When the input control information of a control information input part 2 does not indicate the initialization of the number of times of recording, an information reproducing means 11 reproduces the number of times of recording of the designated sector. A recording number-of-times comparing part 10 compares the number of times of recording of the designated sector with the number of times of limitation. When the number of times of recording is not smaller than the number of times of limitation, the comparing part 10 outputs, to a control information output part 4, the fact that the number of times of recording reaches the number of times of limitation. At such a case, the information is not recorded. When the number of times of recording is smaller than the number of times of limitation, the information reproducing means 11 transfers the number of times of recording of the reproduced designating sector to a recording number-of-times counting part 8 and the counting part 8 adds 1 to the number of times of recording. When the input control information indicates the initialization, the counting part 8 sets the number of times of recording to '0'. An information recording means 7 records the information inputted to an information input part 1 to the designated sector and the number of times of recording held by the counting part 8 to the designated sector of a recording area 12.
