<P>PROBLEM TO BE SOLVED: To provide a coil forming device capable of surely releasing a monopolar coil from a winding frame. <P>SOLUTION: The coil forming device brings a rolled coil winding frame 3 for rolling a wire by an indexer close to the rotation center of a rotator, also causes the frame 3 to protrude by a protruding device, and then rotates an entire take-up tool 2 by the rotator with the winding frame 3 as a center, thereby forming the monopolar coil on the frame 3. The rolled coil winding frame 3 has an inner coil winding frame 31 and an outer coil winding frame 32. A wire guide 23 for guiding the release of the monopolar coil is provided in the frame 32. The coil winding frame 3 has the wire guide 23 received within an outer rolling face 321 when the frame 32 is located at a rolling position.
