An apparatus and a method for registering media independent hand-over are provided to define a registration process between MIHF(Media Independent Hand-over Function)s of a serving network and a candidate network corresponding to the serving network. When an MIH register request is received from a mobile terminal, a serving network transmits the MIH register request to one or more candidate networks corresponding to the serving network(S420). The serving network receives the responses related to the MIH register request from candidate networks(S430). The serving network transmits the responses related to the MIH register request to the mobile terminal(S440). The serving network transmits the transmission information of the candidate networks to the mobile terminal(S450). The responses related to the MIH register request of the mobile terminal include the responses of the serving network and the candidate networks.
