The underwater cutter consists of an ergonomic handle (1) with finger grips (2,3). The blade (6) consists of a sharp edge (8) with a wire cutting notch (9) and a serrated side (7). A safety latch (10) holds the two halves together and, when released, enables the knife to become a pair of scissors with a cutting section (14) for hard wire. The two blades then pivot around an axis of a shaft formed by a riveted screw (13).
