<p>PROBLEM TO BE SOLVED: To prevent deterioration of encoding efficiency at the time of adding auxiliary information by adding auxiliary information to a motion vector to be sent through the use of an original vector for encoding. SOLUTION: Through the use of the original vector for encoding, auxiliary information is added to the motion vector to transmit. In a picture encoder, e.g. an optimum motion vector 15 generated by a motion estimating circuit 13 is used as it is for generating a predictive picture in a predictive picture generating circuit 11 but a motion vector 52 added with WM by a WM (watermark) adding circuit 51 is used for a motion vector to encode-transmit by a variable length encoding circuit 6. The circuit 51 takes exclusive OR with one bit in the inputted motion vector 15 (n bits) and auxiliary information 32, thereby the vector 52 to transmit is obtained and this vector is encoded by the circuit 6.</p> |
