PROBLEM TO BE SOLVED: To set a proper value in a parameter of an input-output relational expression determined in a node and link weight between nodes. SOLUTION: This data element processor 10 stores respective data values of a plurality of elements, weighting information of a link between respective elements, and input-output relation information which includes at least one parameter and determines a relation between an input value and an output value about one element, generates an evaluation expression about a relation between an input value and an output value in an element group on the basis of respective ratios of elements having k (k is an integer of one or more) links in at least a portion of element groups of a plurality of elements, the weighting information and the input-output relation information, and sets parameters included in the weighting information and the input-output relation information so as to make the generated evaluation expression satisfy a prescribed condition.
