The present invention relates to a urinary incontinence treating dilator and a urinary incontinence treating apparatus comprising the same and, more specifically, to a urinary incontinence treating dilator, in which a terminal portion has a gently tapered pipe shape; an insertion hole and a cut portion, which is partially cut in a length direction, are formed in the outer circumferential surface, and a mounting portion is formed on the inner circumferential surface, wherein the insertion hole is formed such that a needle is inserted into the insertion hole, the cut portion is formed such that the needle inserted into the insertion hole can move in a length direction, and the mounting portion is formed to mount and fix the needle inserted into the insertion hole and moving along the cut portion, so the needle is easily detachable from the expander, thereby enabling the re-use and re-utilization of the needle, and to a urinary incontinence treating apparatus comprising the urinary incontinence treating dilator.
