<p>PURPOSE:To suppress a high frequency component in the longitudinal direction of a frame conversion coefficient by implementing line conversion for each block before orthogonal transformation for a picture moving part. CONSTITUTION:The method has a mode implementing orthogonal transformation in each block unit as to a usual frame picture and a coding mode implementing line conversion integrally for each field in the unit of blocks and implementing orthogonal transformation to the frame picture subjected to line conversion in the unit of blocks. Then a horizontal movement detection section 111 detects horizontal movement quantity in the unit of blocks from frame pictures of a preceding frame and a current frame and coding is implemented by any of the modes in response to the movement quantity and the coded picture information is sent together with an identification signal K representing which mode is selected. Thus, when the movement quantity is detected and it is a preset value or over, discontinuity of picture between lines is obviated by implementing line conversion in the unit of blocks for the orthogonal transformation.</p> |
