SOLUTION: A first adjustment valve 4 and a second adjustment valve 5 are arranged in series between a rear chamber 2c of a pneumatic cylinder 2 and a switching valve 3, a third adjustment valve 6 is mounted between a front chamber 2b and the switching valve 3, a billet K is received in a state that a cylinder rod 2a is located at a standby position M, the air to be discharged from the rear chamber 2c by the retracted cylinder rod 2a is adjusted by the second adjustment valve 5, and released into the atmospheric air through the switching valve 3 to stop while relieving the impact of the billet K, then the compressed air is sent to the first adjustment valve 4 through the switching valve and adjusted to be supplied to the rear chamber 2c, the cylinder rod 2a is extended by a predetermined length to press back the billet K to a normal position L, and the compressed air is sent to the front chamber 2b to retract the cylinder rod 2a to the standby position M.
