<p><P>PROBLEM TO BE SOLVED: To select network media matching to the user's taste while taking a traffic pattern into account in use of an application. <P>SOLUTION: A user specifies the user's taste such as a priority of power saving, a priority of cheap price, and a priority of high speed by means of a user taste specifying section 7. An activated application is informed to a traffic pattern management section 3 for storing and managing traffic patterns at each application, at the same time when an application activating section 2 activates the application. A communication media selecting section 8 extracts the traffic pattern corresponding to the application stored in the management section 3 and a communication media property stored in a communication media property management section 5, and selects a communication medium matching to the user's taste.
