PROBLEM TO BE SOLVED: To obtain a device which can easily generate traffic in consideration of various features of multimedia as a device which generates a traffic load on a network handling multimedia. SOLUTION: In a traffic data storage part 2, encoded traffic data of various multimedia are prepared. A transmission procedure and quality setting part 11 sets a transmission procedure and quality (IP address, transmission start time, etc.), for the generation of traffic according to a script and a traffic data storage part 2 and a traffic generation part 13 adds a header corresponding to a protocol to traffic data read in from the traffic data storage part 2 according to the information set by the part 11 to generate and send out a packet to the network.
