<p>PROBLEM TO BE SOLVED: To schedule sequence in which data packets from a plurality of uplink channels are organized in the downlink channel of a satellite communication network in real time. SOLUTION: A satellite 10 includes uplink channels and a downlink channel for transmitting data packets between users 15 to 30, a ground-based station 35 and the other user terminals. Queues 104 to 110 in the satellite collect the data packets from uplinks 40 to 55 and output the data packets to a downlink 60 by using a dynamically allocated bandwidth. A scheduler 152 allocates a bandwidth to at least one queue and continuously changes the quantities of a bandwidth allocated to each queue while the queue buffers the data packets between the uplinks 40 to 55 and the downlink 60.</p> |
