PROBLEM TO BE SOLVED: To reduce the irregularity of toner concentration in two-component developer. SOLUTION: The inside of a developing unit housing 12 is divided into a developing roller chamber 13 being near to a developing roller 11 and a stirring chamber 14 being distant from the roller 11 so that the two-component developer is stirred and made to circulate by stirring rollers 15 and 16 arranged at the respective chambers. Then, the supply of toner from plural sub-toner charging ports 19a-19d arranged on the chamber 13 side by side are individually controlled.
