PROBLEM TO BE SOLVED: To provide a child seat apparatus capable of changing the extracted position of a seat belt when a child sits thereon and also provide a two-wheeler. SOLUTION: This child seat basket 10 comprises a child seat basket body 12 on which a child is allowed to sit, a headguard 20 for protecting the head part of the child, and a height adjusting device 30 for vertically sliding the headguard 20 along the child seat basket body 12 and fixing it at a predetermined position. A pair of left and right mounting holes 50 are formed on each side of the headguard 20 along the vertical direction. The mounting hole 50 comprises an upper mounting hole 50A and a lower mounting hole 50B. The upper side belts 80A, 80B of the seat belt 80 extend to the rear surface side through the lower mounting hole 50B and inward through the upper mounting hole 50A, and fixed with a metal fitting 82.
