PROBLEM TO BE SOLVED: To regulate the call of a mobile telephone set at every desired area without depending on the judgment of a radio base station by allowing the telephone set independent of the radio base station to receive such a paging signal that a radio area where a pseudo radio base station emits is in a congested state and to regulate its call. SOLUTION: When the mobile telephone set 10 moves into a regulated area 1a, a position registration request signal is transmitted to the pseudo radio base station 20. The pseudo radio base station 20 controls position registration and transmits the position registration completion signal such that a position is registered. When the telephone set 10 receives the position registration completion signal from the pseudo radio base station 20, it starts the reception of a paging channel. The pseudo radio base station 20 transmits a congested state signal as the paging signal such that the radio area A1 is in the congested state. When the telephone set 10 receives the congested state signal, it starts the regulation of the its call.
