PROBLEM TO BE SOLVED: To enable a terminal network controller to securely communicate data to a center device when communication equipment which answers a call signal from facsimile equipment etc., enters an off-hook state. SOLUTION: When the communication equipment enters the off-hook state on receiving the call signal from a telephone line, the terminal network controller keeps the line in the connected state and temporarily disconnects the communication equipment from the line while monitoring the line. The terminal network controller expects an ID signal addressed thereto and performs data communication with the center device once receiving the ID signal while continuously disconnecting the communication equipment.
